Minnesota begins rule making for Cannabis Industry
Minnesota’s Office of Cannabis Management (OCM) has announced it has begun rule-making for its new cannabis industry and is seeking public feedback as it begins drafting the new rules.
In a bid to create a “safe, accessible, and reliable cannabis industry” the OCM is gathering input from industry stakeholders who wish to help shape the new rules.
The legalisation of adult use of cannabis came into effect on 1 August, 2023, making Minnesota the 23rd state to legalise the recreational use of the plant.
The OCM has been granted authority by the Minnesota Legislature to use an expedited rulemaking process that will allow the OCM to “complete rulemaking with some flexibilities that would otherwise not be available”, however, the Office has emphasised that the rules may not be approved until 2025.
Stakeholders are being invited by the OCM to complete a survey to provide input on matters such as cultivation, processing and manufacturing.
“The first topic areas reflect the necessary industry components to help ensure that the state can meet supply and demand once the market opens,” the OCM has stated.
The survey, which is available for comment until 30 November 2023, will address further areas of rulemaking including licensing, social equity considerations, manufacturing and retail, packaging and labeling, testing and more.
