Hannibal Council Considers Ordinance for Recreational Marijuana Usage.

At the Hannibal Council meeting on February 20, the full council heard the first reading of an ordinance that would more clearly lay out the rules of recreational marijuana usage in the city.

When the constitutional amendment was passed in Missouri last year legalizing recreational marijuana, it left certain provisions for cities to have some control over how it was used within city limits.

That includes separate rules between recreational and medicinal, and where you may actually partake.

These ordinances lay out the concrete rules for police to follow, whereas before they were a little vague.

Essentially, as long as you are inside a personal residence while using marijuana, and are of age, you are following the rules.

"There are fairly limited guidelines because realistically, we're waiting to see what the legislature is going to do in regard to the constitution changes. We're not going to reinvent the wheel; we're going to wait and see what they do. This wasn't in response to any particular problem we have had," saidJames Lemon, attorney for the City of Hannibal.

The ordinance will have one more reading at the first council meeting in March, when the council will vote.
