Arizona’s journey into legal cannabis began with a voter-approved initiative in November 2020, which legalized marijuana for adult use. Just two months later, in January 2021, dispensaries began selling recreational cannabis, making Arizona one of the fastest states to transition from legalization to retail sales.
Since then, Arizona’s cannabis industry has seen rapid growth and impressive returns. In both 2023 and 2024, recreational marijuana sales exceeded $1 billion. The state collected over $253 million in excise and transaction privilege taxes from recreational cannabis sales in 2024—just slightly below the nearly $258 million generated the year before. These strong revenue figures have positioned Arizona as one of the top-performing states in the legal cannabis market.
A key feature of Arizona’s legalization model is how tax revenues are allocated. After covering regulatory and enforcement costs, the state divides the cannabis excise tax revenue as follows:

Arizona is one of 24 U.S. states that have legalized cannabis for adult use. According to the Marijuana Policy Project (MPP), all but one of these states—Virginia—have also established regulated markets that collect taxes from cannabis sales. In Delaware and Minnesota, legal frameworks exist but adult-use sales have yet to begin.
Nationwide, legal cannabis sales have proven to be a powerful source of public funding. States with legalized adult-use cannabis have generated more than $24.7 billion in tax revenue to date. In 2024 alone, they brought in over $4.4 billion, marking a record year for cannabis tax collections. That same year, seven states surpassed $200 million in cannabis tax revenue, and four states exceeded $500 million. One state even collected over $1 billion.
Arizona’s experience offers a compelling example of how well-regulated cannabis markets can benefit state economies and communities. By efficiently launching its adult-use program and strategically investing tax revenues, Arizona is not only reaping financial rewards but also setting a high standard for other states to follow as cannabis legalization continues to spread nationwide.
