Rhode Island Senate Approves Legal Cannabis

Rhode Island just made history by approving a legal cannabis bill. The proposed legislation passed 29-9 earlier this week. 

The bill is sponsored by Michael McCaffrey, Democrat and the Senate Majority Leader and Health & Human Services Chairman Joshua Miller, another Democrat. It was introduced back in March, and another legal cannabis proposal was brought up in the state by Governor Dan McKee.

Rhode Island State receives no bids to run lottery for new medical marijuana dispensaries

State marijuana regulators are reconsidering how they will now run a lottery to decide who wins licenses to operate six additional medical marijuana dispensaries after no business answered a bid solicitation to develop the process. 

"Unfortunately, the state did not receive any responses," Brian Hodge, a spokesman for the Department of Business Regulation, said Wednesday. "We are currently exploring alternative options and still expect to conduct the lottery by later this spring." 

In February the state sought a company to “design and develop the methodology for the random selection process,” that would be held, in public, around May 14.

Cash-strapped governments around the country have found a silver lining in the pandemic-caused loss of tax revenue. Legalized marijuana has provided millions to state and local governments - in some cases, millions more than anticipated.

The ability to raise tax dollars has been a selling point for marijuana legalization from the beginning. Long before the state legislature approved adult-use sales, Illinois politicians hoped marijuana could help the state pay off some of its massive debt. Other states, such as Colorado, have used sales tax dollars to fund schools and public improvement projects and programs.

Rhode Island seeks bidders to run a lottery to decide who operates 6 new medical marijuana dispensaries

Rhode Island is looking for an experienced person or a firm to create and run a lottery in May to decide who operates six proposed new medical marijuana dispensaries.

On Friday the state posted online a request for proposals to “design and develop the methodology for the random selection process,” that would be held, in public, around May 14.

“The firm or individual will be primarily responsible for securing all equipment, technology, or other necessary mediums to run the process.”

Lotteries have been used in other jurisdictions around the country to decide who wins the often lucrative licenses, but the practice hasn’t been universally endorsed here.

5 States That Might Legalize Marijuana in 2021

In 2020, the number of states that ended pot prohibition reached 15 (and the District of Columbia), as voters in four states—Arizona, Montana, New Jersey, and South Dakota—legalized marijuana through the initiative process. Since 2021 is not an election year, any states that attempt to legalize marijuana this year will have to go through the much more cumbersome legislative process, but at least a handful of them are poised to do so.

Who will win the lottery to run Rhode Island's six new medical marijuana dispensaries?

David Spradin is the CEO of a California-based marijuana company called Perfect Union.

It has 14 marijuana stores between Los Angeles and Sacramento, six stores in New Mexico and has had stores in Oregon and Washington, says Rick McAuliffe, a Rhode Island lobbyist who now also serves as a director for Spradin’s new local affiliate: Perfect Union-RI.

The company and 27 other businesses all filed applications last month for a chance to run one of six new medical marijuana dispensaries planned for Rhode Island.
