On Thursday, the state’s newly formed Medical Cannabis Commission held its second official meeting, racing to meet a July 1 deadline with temporary regulations. The session, though brief and marked by minimal public discussion, resulted in the approval of emergency rules meant to provide a starting framework for the state’s emerging medical cannabis system.
Despite the significance of the meeting, the tone was one of urgency and frustration. Much of the conversation occurred behind closed doors during three executive sessions. One commissioner revealed that the Department of Health and Human Services had drafted the emergency regulations, and commission members had only 12 hours to review the document before being asked to vote. None of the commissioners agreed to speak on camera, highlighting the tense and uncertain nature of the process.
A key concern raised during the meeting was funding—or rather, the lack of it. Commissioners openly expressed difficulty in fulfilling basic operational duties, such as posting information online, due to an absence of budgetary support. “You’re asking us to do something without funds, without the ability to do it,” one member stated candidly.

Among the most controversial provisions in the new rules: patients will not have access to cannabis flower or edibles, and only one dispensary will be permitted per judicial district. Commissioners stressed that these emergency rules are not final. Instead, they are seen as a stopgap measure, giving a newly formed subcommittee time to review public input and revise the regulations accordingly.
As Nebraska moves into this uncharted territory, the next few weeks will be critical. With the clock ticking and stakeholders already raising alarms from all sides, the Commission faces a monumental task: creating a functional, fair, and legally sound medical cannabis system under intense political, legal, and financial pressure.
