    Duluth's Debut: New Cannabis Dispensary

Despite recreational cannabis being legalized in Minnesota back in 2023, it has taken time for residents to walk into a cannabis dispensary and buy actual cannabis flower. That changed on September 16, when Legacy Cannabis in Lincoln Park became Minnesota’s first off-reservation recreational cannabis dispensary. At 4:20 p.m., the ribbon-cutting ceremony officially marked a new era for adult-use cannabis in the state.

For years, Minnesotans have been limited to THC beverages and gummies, but flower sales at a regulated cannabis dispensary are what many customers have been waiting for. One of those customers, Tamaye, stood in line with dozens of others for the grand opening. “It’s a great medicine. We should have never outlawed it,” she said, praising the new cannabis dispensary for offering relief for anxiety, PTSD, and arthritis pain without the red tape of medical licensing.

Legacy Cannabis’ consultant, Josh Wilken-Simon, explained that Tamaye’s story is far from unique. “Minnesotans have been frustrated. Today, everybody is ecstatic that the time has come where they can buy a safe, regulated cannabis product from a local cannabis dispensary,” he said. The launch of this first off-reservation cannabis dispensary reflects pent-up demand and signals the start of a broader retail rollout across the state.

Inside Legacy, customers will find more than just flower. The new cannabis dispensary also offers pre-rolled joints, edibles, and THC beverages. Wilken-Simon believes this product diversity will help the cannabis dispensary serve a wide range of consumers. “Not everybody wants a highly potent product. People use drinks to go out on the pontoon boat with their friends when their friends are consuming alcohol.

On its first day, the most popular products at the cannabis dispensary were flower and pre-rolls, confirming that Minnesotans have been eager for access to these items. While Legacy Cannabis is the first licensed off-reservation cannabis dispensary in Minnesota, several others are expected to open statewide in the coming months. This expansion will create more opportunities for local entrepreneurs, more regulated options for consumers, and more tax revenue for communities.

For customers, the opening of a regulated cannabis dispensary like Legacy means safe, lab-tested products and knowledgeable staff. For the state, each new cannabis dispensary helps shift sales from the unregulated market to a legal one, supporting consumer safety and economic development.

The launch of Legacy Cannabis represents more than just one cannabis dispensary opening it marks a turning point for Minnesota’s cannabis industry. With more licensed cannabis dispensary locations on the horizon, residents can expect greater access, variety, and transparency. After years of waiting, Minnesotans finally have a legal, local cannabis dispensary to call their own and many more to come.
